Colin James Fletcher
Founding Attorney
Colin focuses his practice in primarily in cannabis law, which encompasses a number of different practice areas that include corporate formation and governance, commercial transactions, commercial leasing, intellectual property, business licensing, regulatory compliance, administrative defense and other disciplines. Colin began practicing in this space in the fall of 2014 as a legal fellow with the Denver Department of Excise and Licenses before moving into private practice in early 2015. Colin started his own practice in the summer of 2017. Colin has a varied background as a student of international relations, a financial services representative and multi-disciplined practitioner of law. This array of experiences make Colin a unique legal counselor and thought-partner that consistently delivers a holistic and unadulterated point of view. Colin is a Denver native, and a graduate of the University of Colorado, Boulder and the University of Denver Sturm College of Law.
Barbara Penfield
Senior Licensing Technician
Barbara is the Senior Licensing Technician with The Law Office of Colin James Fletcher. Barbara has over 6 years of marijuana business licensing experience in the State of Colorado and has done work in California and other states. She has in-depth experience preparing, reviewing and submitting marijuana business applications, and her expertise and knowledge of state and local licensing procedures makes her uniquely qualified to assist with new license applications, renewals, changes of ownerships, modifications of premises, corporate structure changes, changes of location and all other marijuana business related licensing needs. Over twenty years of office administration, office management and accounting have prepared Barbara for the intense demands of the marijuana industry and Barbara faces difficult projects and complex challenges with the professionalism that comes from experience alone. Barbara continues to be involved with Colorado’s local jurisdictions and MED regulatory work groups. In addition to her years of licensing and regulatory work, Barbara holds an undergraduate degree in accounting. When she can find the free time Barbara enjoys the outdoors, swimming, horse racing and spending time with her boyfriend and adult children.
Cassidy West
Chief Compliance Officer
Cassidy West has been successfully helping medical and adult-use marijuana businesses comply with the evolving regulations since 2014, and has experience consulting governments on the implementation of smart regulatory policy for medical and recreational marijuana systems throughout the United States and internationally. Cassidy first gained her experience in marijuana compliance as the Chair of the Regulatory Compliance Department at Vicente Sederberg, LLC. At the Law Office of Colin James Fletcher, Cassidy manages the Regulatory Compliance Department and works with attorneys to provide compliance advice to ensure businesses understand and are complying with state, local, and federal laws affecting marijuana businesses. In her free time, Cassidy loves spending time with her two dogs, hiking, camping and seeing live music.
